is it valid or i have to be registered before 30-10-2013

Sir, a person open new business in 2005-06 & file IT return for A.Y. 2006-07 then immediate he close his business then some time he served as employee in another organization then left the job & unemployed then from April 2013 again start his own business where his turn over in 1st quarter 25 lakhs now he ask to file his return whether his old return will affect with his new return ,also note that after 2006-07 he never file return .
