If the retiring auditor has expressed his unwillingness to be reappointed in the next AGM whether it will be treated as casual vacancy (Resignation). If it is a casual vacancy what are the procedure to be followed in filing necessary forms to ROC.

My question is whether prouducing of minutes copy can be denied on the ground that the same is not public document. This query relates to concurrent audit of a listed company in which company borrowed loan from bank. I wanted to know whether the proposed proposal was approved in Board Meeting or not. For this purpose can I demand copy of Minutes from bank or company.
