Which date should be taken as payment date in case of pf challaan? Cheque date or Challan generated date or Seal date?

I had one doubt, if a company (in Chennai) billed to Consignee (in Delhi) but shiped to buyer which is not consignee (in Delhi), Is this transaction is Stock Transfer or Interstate Sale.

If i purchased Goods from New York (Say for 2000 $), at what rate sholud i book this revenue (i.e. at RBI spot rate or CBDT rate). How to check those rate ?
