Tax input

We have been awarded a construction project in chattisgarh. We are registered vat dealers in the state of Andhra Pradesh and are not registered in chattisgarh. We intend to buy equipment for the project worth 3 crores. The taxes applicable on this machinery are around 14.5%. While executing the work is there any provision to claim this tax as input. My client sales the furniture & its part thereof consisting metal & wood to College - University.
College has taken exemption under research & development for the payment of any duty.
In this case, can my client issue excisable invoice with 0% of excise duty rate?
If no, then whether he had to bear excise duty at his own?
Give me exemption notification number for the same.
