What is the difference between bank rates and repo rates and base rate and prime lending rate?

Dear Sirs,

Please help me to know that there is any details on Internet of SBI service charges in regard"Letter of Credit".

Because State Bank of India does not provide this, after request in written the Bank given only some charges of Letter of credit.

So Please help me.
