What is meant by merchant discount rate in case of debit card and credit card?please explain in simple language

I am a commerce graduate having marks more than the eligibility criteria for the new scheme of direct entry to CA course. I am appearing for Nov 2012 IPCE (i already sent the filled form in post). My question is, can i convert my existing scheme to new scheme (i mean, even after applying for Nov exam)? If it is possible, what happens to my application form for Nov 2012 IPCE which is in transit?

What is MODVAT Credit & CENVAT credit?? Is there any difference between them??

I have a problem. Presently i am a article assistant, Now i want a transfer from my article ship because i have not been paid any stipend and now my Father's financial condition is not better so they can bear my expenses in Jaipur but they are also not giving me transfer. they are telling me that if u are not able then u can terminate ur article ship but they will not give me transfer, but i want transfer in my home town . then please tell me what solution is available for me it is urgent so reply as soon as possible.

ASS PER THE NOTIFICATION OF ICAI DATED 16/8/12 DIRECT ENTRY TO CA COURSE IS STARTED.MY QUERY IS REGARDING ARTICLESHIP.
I AM REGISTERED AS A IPCC STUDENT IN FEB 2010 WITH ICAI & MY FIRST ATTEMPT WAS IN NOV 2010 WHICH I WAS APPEARED & NOT CLEARED ANY GROUPS.THEN I SKIP MY MAY 11 ATTEMPT BECAUSE MY FINAL YEAR BCOM EXAMS ARE THERE. AFTER CLEARING MY BCOM WITH FIRST CLASS I TRY ANOTHER ATTEMPT FOR IPCC IN NOV 11 & MAY 12 BUT STILL M NOT CLEARED ANY GROUPS.
NOW IF I START MY ARTICLES ACCORDING TO NOTIFICATION BY PAYING CONVERSION FEES ARTICLE FEES (500+2000)
THEN WHAT IS MY ELIGIBILITY TO APPEAR IN IPCC EXAM.CAN I APPEAR NOVEMBER 12 EXAM ?

PLEASE SUGGEST WHAT CAN I DO IN THESE SITUTATION ??
