28 July 2016 my income in the year 2013-14 is below exemption limit e.i non taxable i want to file it return for that year in 2016 is there any penalty on that?

28 July 2016 the time limit for filing the return for Financial Year 2013-14 is OVER. It was upto 31/03/2016

Now still if you want to file, you need to take the permission of Chief Commissioneer of Income tax of your area of jurisdiction

28 July 2016 can i file IT return for 14-15? is there any penalty for that?

The time limit is OVER.......

now if you want to file.....you need to take PRIOR permission....In the said permission, there will be the mention of penalty, if any
Otherwise in normal circumstances, since your income is below taxable, no penalty is levied....

But NOTE, the time limit for filing that return is OVER.
