10 October 2009 You have not spelt out the scope of the audit the appointment letter will give this info.and what is to be focused upon. To assess the network capacity:
1 Pl go through the license issued to the operator by the appointing authority;
2 Marketing policy and network of the entity;
3 U may require the help of techniocal experts (non CAs) to assist u with lot of tecnical data on the capability of the network operated by the entity,
4 Internal controls and internal checks being followed use of test/dummy transactions will help to check the claims of the entity;
5 Billing and collection procedure with particular attn to leakage of revenue billed and not billed items special exemptions given to certain customers;
6 Any other matter that will crop up while on the job
