Can a Non-Executive Director of Private Limited Company who is also a Full Time Salaried Employee with a Public Limited Company become a Partner of Chartered Accountant Firm LLP. If yes, then in which status ?

i believe NO. it will be a breach to Prof ethics. Advisable to take permission from ICAI before you join.
had you been Full time director in the Pub com. your could have joined CA firm may be as a partner but subject to condition. ICAI rarely gives such permission.
Since you are employee i don't think the com will allow your dual employment if you join CA firm as employee.
