Applicability of service tax on Aviation industry

Is service tax applicable to aviation industry,i am conducting audit of a govt owned aviation company,but i dont see service tax charged on their bills,please respond.

What is exactly the role of the aviation company you are auditing? Please provide details.

Its a company that leases out its helicopters,to state govts during elections,provides helicopter service to remote locations.Basically it entersw into a contract for leasing out its choppers to clients and receives payments at regular intervals.It can be said that they have rental income through plying of helicopters.

The services provided by the company would be covered under " Supply of Tangible Goods Service" if the helicopters are supplied for use without transferring the right of possession and effective control.
