Whether Security Premium is consider as reserve or not?

Security premium can be considered as 'reserve' for the purpose of CARO,2003 because 'Guidance Note on Terms Used in Financial Statements' defines reserve as " portion of earnings, RECEIPTS, or other suplus of an enterprise, whether capital or revenue, appropriated by management for a general or specific purpose other than provision for depreciation or dimunition in the value of assets or for a known liability".
