Suppose finance minister presented budget on 28/2/2012. Rate of excise duty changed from 8% to 10%. This change will be effective from 1/3/2012. What is the reason for that? kindly explain

Generally it is supported by the Notification issued by CBEC giving immediate effect to the amendment proposed
