Has all proposals of direct tax (like increase in tax limit, 80C limit & Interest benifit for self occupied) are approved by presidemt ?

the ans is yes as both the houses have given their consent

1. No President has not given the assent yet. The Act has not yet been notified.
2. However, yes, the employers can start giving the benefits to their employees because as and when the Act is notified, it will be effective 1 April 2014.
