Amendment in pf limit

Dear experts, since there is an increase in the limit from 6500 to 15000, one of our clients have modified the salary structure i.e. they have reduced the amount in basic + DA & increased the amount of HRA to minimize the effect of this increase & to benefit the employees. Can this be done?
