adjustment of Addtional Duty of Customs(SAD-4%)

Kindly advise me the following points
:

We are manufacturer Exporter

We have a huge balance of Cenvat Credit of SAD-4% (Customs). Shall we adjust the same with 1.Education Cess 2%, 2.SH Education Cess 1%, 3.Basic Excise Duty?

Please advise for the same.
Please provide if any clerification/Notification if any?

23 February 2011 SAD credit can be used for payment of excise duty.
Education cess credit can be used to pay education cess only and vice versa.
