assessee bought goods from farmer without voucher, but he sold the goods with voucher & pays tax.did he get refund? how to disclose this fact to department

you only need to file the return.
if there is question from the department then you need to prove the genuineness of the transactions.
and if the transaction is purely genuine you can prove it easily
