20 October 2015 TDS is not applicable as income is not accruing in India. Yes, you need to follow 15CA/CB procedure for remittance.

21 October 2015 Business profits of an enterprise is taxed only in the state where business is being carried upon. Here is an organization which is based in UK, you are taling its membership and availing benefits in UK. In such case the profit is taxable in UK only. It is clear from the Article VII of the Indo-UK DTAA.
