I need expert opinion on the below mentioned queries with supported case laws if any:
Payment made by an indian company to foreign company against professional services. foreign company is based at dubai and professional services provided at Madgascar, UAE. whether TDS deducted on the payment or not if deducted at what rate.

In my view since service is rendered outside India and payment also made outside India TDS deduction is not required.
