When once has to pay service tax ?

Apart from the knowledge available online. I would like to ask a question.
I took a Service Tax number this year hoping that I shall cross the 9 lacs marker but my income for the year has not crossed 9 lacs and not even near anywhere.
a. Am I still liable to charge service tax from my clients ?
b. And pay the same to the service tax dept.?
c. What if I paid service tax last year and this year my income didnot increase 9 lacs, am I still liable to pay and charge service tax?
Any further information is appreciated.

If you had paid service tax last year.. then in this year you wil not hv to look for exemption limit....
This exemptions is available only once..
So from this year you hav to charge service tax from the first bill
