petrol bill & maint bill to be submitted for claim- for cars & two wheels Rs.14400&9600 respectively. or declration is ok

Under Section 10(14) transport allowance is tax free @ Rs. 800 per month. For this no bill/declaration is required and it does not depend on use of 4 or 2 wheeler.

However if you are reimbursing the Car or two wheeler expenses then the aforesaid deductions can be made from the amount of actual reimbursement if the car/two wheeler is party used for official purpose and you should have the bills for the actual amount reimbursed which may be more than the permissible deductions and the excess amount is taxable as perquisite.
