14 December 2013 An Assesee has paid service tax for the period 2010-2012 on time but did not file returns for any period. How can he avail the benifit under VCES or he has to pay late filing fee and file returns for all the periods.

you can not avail the benefit of VCES, as there is no "tax dues" pending.

14 December 2013 Suppose i had to pay 10000 for QI of Fy 2012 and i paid only 9000 but didnot file the return. Now can i pay the difference of 1000 under VCES.
After this still ill have to pay late filing fees for non filing of retun on time?

17 December 2013 in this case you can declare Rs. 1000 under service tax amnesty scheme (VCES) and excused from filing return for that service tax of Rs. 1000

But for the balance Rs. 9000 you are not excused and you have to file return and thus has to pay penalty
