What is UTN (Unique Transaction NO) ?

UTN is a number, that will be generated by TIN(Tax Information Network) for each TDS transaction.
It is supposed to be generated while uploading the yet to be introduced Form No. 17(Challan for deposit of TDS/TCS).
It was also to be generated for the FY 08-09 by NSDL.
However, such a system is yet to be operational. Matter is now in cold storage.
