Tybcom student direct article ship????

12 November 2011 I have heard that institute is planning to introduced new scheme for ca students where a commerce graduate with 55% will be allowed to give IPCC directly and start his article ship without passing first group?
Is there any circular issued by ICAI?
If not then how much time it will take to issue such circular?
