Treatment of Unrealised Rent

Hello,
Please tell me that what is the treatment of the unrealised rent under head of House Property ??
Because there are mainly two views as follows :-
1> Adjust in the actual rent figure, while calculating the gross Annual Value.
2> It should be less from Gross Annual Value for determining NAV.
So, what is the right answer ???

The second option is adopted in the Income tax return forms which is contrary to explanation to section 23(1).
