TDS u/s 194A

As per me after passing of this year's budget, TDS u/s 194A from payment to companies has been reduced from 20% to 10%.Please inform whether I am right or not.

But the Public Sector Banks still deduct TDS @22.66%.They say they can change only when there Head office inform them.WIll RBI look in to it & do some thing.

The government officials are a great hurdle in tax administration. They are immune for any wrong action.
