As for TDS return upload I suppose min 95% Valid PAN Numbers must be there and in Bank specially rural branches Valid PAN holders are very less. In this case how TDS returns of the Banks are being made and got uploaded..
Where they are entering some dummy PAN numbers or any other option is there for such uploads..

no , they deduct 20% and file return,
in case of 20% no PAN no required
