As per new legislation regarding Transporters - are the payments made to the transporters, who are exempt from deducting tax at source, should be indicated in the TDS quarterly filing returns as TDS deducted at NIL Rate

yes, transporters who have furnished PAN copy , should be mentioned in TDS return without any TDS
