TDS Quarterly Certificate

Dear All,
As per TDS latest amendment ( w.e.f 01.07.2010, TDS certifacate ( form 16 ) is to be issued on quarterly basiss, i just wanted to know whether, all the comapanies are follows the same?., i have checked some of my vendors, they are not done like.Can any one help me out, how we have issue TDS certificate? by quarterly or by yearly?

Pl refer clause 4.6.1 of CBDT Circular no.8/2010 dated 13/12/2010 which says yearly by 31st May.
