TDS on upgradation of software

20 August 2010 Company has upgraded the software and added two modules in the softwares. In the bill both service tax and sales tax is levied.

Whether TDS is applicable on this payment??

Whether upgradation/addition of software attracts TDS ???

Company has not deducted any TDS.
