If a company pays Rs.75000/-month as rent to a non resident.At what rate company should deduct TDS?
Is any service tax applicability arises ?

Yes service tax is applicable and as per the provisions of 194 I are applicable
94 I Rent of Land, Building or Furniture Rs. 180000/- 10%
Rent of Plant & Machinery Rs. 180000/- 2%

Yes it is applicable to a foreign National also or foreign company too.
