Tds on reimbursement of actual expenses

(Querist)
30 November 2011 One of the member (not employee) of the council incurred some of the expense of Rs.50000/- on behalf of the council, which include car hiring charges of Rs.35000/-.

All the expense paid by the member on behalf of council.

Now council reimburse Rs.50000 to its member and debiting the expense, whether council should deduct TDS on hiring charges or on full amount.
