i have made arrangement with one party for arranging tours for my distributors in which he organise for following services and reimburse it.whether tds will be applicable and if yes in which section?

if original bills for all the heads (mentioned in your query), is being attached with his statement, then it is regarded as reimbursement of exp & hence NO TDS.
If no separate attachments are provided, TDS under 194C will apply
