Tds on interest on income tax u/s 244a

NRI received a refund of excess tds with interest on income tax after deduction of tds u/s 244A in FY 2013-14 for AY 2012-13. Whether it is possible to file a return for AY 2014-15 before 31 march 2014 coz NRI Left india in Dec 2012 to get a refund of TDS deduction u/s 244A?
