Is TDS and FBT applicable on Internet & Data Card Charges? Please suggest the relavant section and case study (if any).

Could Sri Ravi state what prompted him raise the question of applicability of FBT between service provider and service receiver for internet connection when,at any stretch of imagination, there is no Employer-Employee relationship between them
