wehther tds certificate can be issued to the assesee without mentioning the PAN no. in case the e-tds return was filed without PAN under old scheme of e-tds return -i.e., filing return with 85% PAN requirement

ya u can isssue the tds certificate to the party when the tds return is accepted by the depptt as per old schema.......

I agree with sunny as TDS certificate also ensures that tax deducted has been duly deposited and if the deductee obtain PAN and can submit return,he may claim the amount. although I am not sure whthr cliam will be tenable without PAN or not.
