Hi, Can anybody please explain me if someone has paid excess TDS against 4th Q liability of FY 2009-10, can the excess payment be adjusted against liability of FY 2010-11?

No it can only be adjusted in the same fy ie FY 2009-10.

NO. Inter- Financial Year TDS adjustment is not allowed.
