Is TDS and GST applicable together? If a person receive rent and pay TDS will he be liable to pay GST also???

yes. both can be applicable on the same transaction if the payment is covered under TDS provisions like contractual payments, professional fees, rent etc

Dr. CGST and SGST c Is. 18k
Cr. Landlord A/c - Rs. 118,000
TDS @ 10% on Rental Value Rs. 10000...
Payment :
To Landlord a/c - Rs 108000
By bank Account - Rs. 108000
Journal For TDS :
Dr. Landlord A/c - Rs. 10000
Cr. TDS on rent - Rs. 10000
Payment for TDS :
To, TDS on Rent - Rs. 10k
By Bank - Rs. 10k....

If it's renewal of car insurance then You can account in PandL account under "Vehicle Maintenance" under indirect expenses...
