Under which sec. or notification the surcharge on TDS is collected from the deductee. I read it somewhere but forgot. can I get the details or link. Pls

The rate of TDS and surcharge thereon are provided in each years Finance Bill/Finance Act.

For example for the Assessment Year 2009-10, the tds rate are provided in Chapter II of Finance Bill'2008.
