Is surcharge and Cess applicable for TDS? If Rent payment to Individual is Rs.15Lakh for the year, TDS is to be done @ 15% or 15.45% or 16.995%?

No surcharge and cess w.e.f 1/4/2009 for the given case.
Rate is 15% from 1/4/2009 to 30/9/2009 and 10% from 1/10/2009 onwards.
