mere bhaiya 25 dec 2011 ko foreign job k liye gaye the or 30 oct 2013 ko ind return aa gaye to unko tax ind me dena padega kya....????

Yes, tax is required to be paid in India, provided your bro stayed in India from 30/10/2013 to 31/03/2014. Because as per IT Act, your bro becomes resident and ordinary resident Indian. However, if your bro would come on or after 01/02/14, then tax need not to paid in India. Because, your bro would become Non Resident Individual in the eyes of IT Act.
