IS Provident fund Tax has to be deducted on Stipend paid to trainee?

Provident Fund Tax? Not quite clear. If you are asking about PF deduction, no it is not deducted on stipend paid to trainees.

for deduction of PT, there must be employee / employer relation, in case of stipend, the same is not established, hence not deductable
