27 December 2014 tan no is compulsory for properitorship concern for issue form 16 whenever no tds deducted during the f.y. because employee show investment declaration

28 December 2014 Form 16 can be generated and downloaded from http://contents.tdscpc.gov.in/

However, if TDS is not deducted then there is no question of issuance of form 16.

I think you need to issue a salary certificate, if a employee demanded for form 16
