Ssi unit exemption

sir/madam,
we are SSI unit because our previous turnover below 150lac i.e.only 45 lac but we get registration on 9th august,2011. we are doing job under chapter 33030040 ( perfumes and toilet water-perfumes and toilet waters: perfumes and perfumery compounds not containing spirit (excluding aqueous distillates)) in short relabeling and repackaging.yet now we are not raise any bill with excise and also not intimate to department for bill. we are get registration because our client in excise and they want cenvat credit.
my question is which are healthful for us SSI unit Exemption or normal rate ?
if SSI unit exemption then what is procedure?
and have any format letter for this ?

as mentioned by you, you are doing "job" which is not covered under excise but service tax.
