Service tax on exports

We are technical/management consultants located in India.

We provide specialsed services from india to our clients abraod.

We recives our fees in Converible currency.

Do these fees attract service tax ?

11 July 2012 As per Rule 3(1)(iii) of the Export of Services Rules, 2005,Services would be considered as export of service if receipient is located outside india and the payment is received in convertible foreign exchange. And, as per Rule 4, any service, which is taxable under clause (105) of section 65 of the Act, may be exported without payment of service tax.

Thanks for the reply.

My specific query is -

Is it true that the rules have been now modified to say that the services have to be also provided outside India to get the exemption ?

If so can you please clarify the effective date of this change.
