Service tax on bank audits

Currently i'am not an assessee under service tax, since this will be my first bill.I've carried out bank audits during this year i.e, for the year ended 31st March'2011.The total value of services is around Rs.1.5 lacs.Do i have to charge service tax on the bill. Also please clarify on the procedure for registration including the rates for the current year.
