Service tax of budget 2015

As per Budget 2015 service tax will be 14% from 1st March 2015.
Kindly advice it is for all service?
and what about Cess & Hs Cess?

no my dear.. its not yet been increased... these rates will b applicable after the notification which wil came after the approval of budget in rs and ls and concent of president

it is yet not notified but will be applicable only for few service which is to be specified and till that time its not notified it is 12.36% shall continue.
