Service tax applicable on foreign payments

Hi
I just wanted to know that we are a service provider in advertising field and we receive some payments from foreign in USD, but we don't charge service tax on such bills against which we receive payments in USD, are we liable to pay service tax on such foreign invoices, plz suggest

as per place of provision rules 2012 if u providing service to them in india then service tax is also applicable.
