Can owner of property(given on rent for the purpose of business) claim service tax for previous 3 years from tenant(company)?

Yes, it can. It is dependent upon the terms of agreement. Further, the service receiver will also get credit of the service tax charged by the service provider, even though it relates to earlier years.
