Whether Service provided by Advertisement Agency to Railway is not liable to service tax? and please provide notification or case law if any.

Thanx for suggestions but I didn't get specific on advertisement agency service provided to railways. Because railways are not paying service tax on Bill generated by agency.

Agency Is cover under service tax and liable to raise service tax on there commission.
