As per rule 3(5) (i.e. about valuation in respect of free or concessional education facility to any member of employee 's houshold) where the education institution is itself maintained & owned by the employer then perq shall be cost of education for similar intiution

Yes it is chargable only to those employees covered in sections17(2)(iii)(a)to(c).
